Mayor poised to lose power over cops

THE National Police Commission 6 (Napolcom-6) wants to strip Guimbal, Iloilo Mayor Oscar Garin Sr. of his deputation power over the police.

In a letter addressed to Commissioner Rogelio Casurao, Vice Chairperson and Executive Officer of Napolcom Central Office, Napolcom-6 “strongly recommend that his deputation over the police force within his territorial jurisdiction be withdrawn pursuant to Section 65 of Republic Act No. 6975 as amended by Republic Act 8551.”

Atty. Dephra Jane Articulo-Villoso, Napolcom-6 Legal Services supervisor, signed the “investigation report relative to the alleged mauling incident involving PO3 Federico Macaya, Jr. formerly assigned at the Guimbal Police Station.”

The report was made afternoon of Dec. 28, 2018.

The Napolcom-6 investigation was based on reports that Iloilo first district Rep. Oscar “Richard” Garin Jr. and Mayor Garin allegedly mauled Macaya early morning of Dec. 26, 2018 at the Guimbal public plaza.”

The Napolcom recommendation also took into account that the “Garins involved had the propensity of bullying and manhandling other police officers within the jurisdiction” in the past.

It was gathered that a team from Napolcom-6 led by its regional director, Atty. Joseph Celiz, immediately went to Guimbal Municipal Hall after learning of the incident.

But they weren’t able to talk to the two Garins. Only Janet Garin, Richard’s wife, and Vice Gov. Christine Garin, Richard’s sister and Oscar’s daughter, faced the Napolcom team.

Based on the facts and evidences gathered by the Napolcom-6, it noted that “it is blatant that the despotic and abusive actions of Mayor Garin negate the peace and order situation of his locality.”

Napolcom-6 said it also consulted Gov. Arthur Defensor Sr. who told Celis that he’s extending his full support to the cancellation of Garin’s deputation order.

Earlier, Chief Superintendent John Bulalacao, Western Visayas police chief, already recommended the cancellation of Garin’s deputation.

Bulalacao forwarded the recommendation to PNP chief Director General Oscar Albayalde.

Ultimately, it will be the Napolcom en banc that will recommend for the cancellation of Garin’s deputation to President Rodrigo Duterte.

Albayalde and Interior Secretary Eduardo Año are both members of the Napolcom en banc.

Once the deputation will be withdrawn, Garin will lose his power to choose the municipal chief of police.

While he has no administrative power over the police, the local government unit (LGU) can still extend support due to the local PNP station.
